The United States has not had a naval force for almost a decade — which is why the US merchant fleet has been vulnerable to a wide range of Berber pirate attacks. The armed presence at sea from mid-1790 and the deployment of the first warships of the United States Navy in 1797 was covered by the U.S. Revenue Cutter Service. This is the forerunner of the US Coast Guard.
Although the US Maritime Administration conducts many activities against these pirates, it is incapable of stopping pirates’ harassment offshore. Consequently Congress ordered the construction and deployment of six small destroyers on 27 March 1794; After three years, three ships were put into service: the USS United States, the USS Constellation and the USS Constitution.
